£4.1 billion over 15 years: what does that tell you?
South Gloucestershire is a unitary authority in the West of England, part of WECA, covering 191.9 square miles with a population of around 288,000. Our dataset covers £4.1 billion in recorded spend across 775,566 transactions, drawn from 253 source files spanning 2011 to 2026. That is a large and active buyer by any measure. We have matched 9,430 suppliers against Companies House records, giving good visibility into where the money flows. The data comes from beta.southglos.gov.uk and Find a Tender, collected through to December 2025. At roughly £275 million a year on average, this council is spending steadily and across a broad supplier base. If you are sizing up a unitary authority in the South West, this is one of the bigger ones in terms of transaction volume. The spend is not concentrated in short bursts either. It is consistent year on year.
Waste and construction dominate, but the spread is wide
Of the suppliers we have tracked, SUEZ Recycling and Recovery tops the list at £181 million, followed by SITA UK at £97 million. Both sit in the waste management space, which accounts for 9.2% of recorded spend. But the biggest sector is actually health and social work at 17.5% (£403 million across 678 suppliers), closely followed by construction at 16.6% (£381 million, 739 suppliers). Between BSP Construction and BMM JV, construction firms claim two of the top five supplier spots. The concentration picture is interesting. An HHI of 143 is very low, and the top five suppliers account for just 20.9% of all recorded spend. Across 9,006 identified suppliers and 22 sectors, this council spreads its money around. Professional services, admin support, and education each pull in over £130 million. If you are looking at sector diversity, South Gloucestershire has it.
Where are all the published contracts?
Here is the odd bit. Our contract data shows just one published contract record at £270,179, awarded directly. That is unusually thin for a council spending £4.1 billion. But the tender picture is more useful: 90 notices worth a combined £271 million are published on Find a Tender, which gives you a better sense of the formal procurement pipeline. The gap between transaction volume and published contract records is worth noting. South Gloucestershire clearly buys a lot, but the formal contracting data we hold does not reflect that scale. This is not uncommon with unitary authorities where much of the purchasing runs through frameworks, call-offs, or purchase orders that do not always generate individual contract notices. For bid managers, the tender pipeline is where to focus your attention. Those 90 notices give a clearer window into upcoming and recent opportunities than the contract register alone.
