£2.8 billion and counting: how big is Tower Hamlets as a buyer?

Tower Hamlets is a dense inner London borough, 332,000 people packed into 7.7 square miles, and the spending data reflects a council running hard to keep up. Our dataset covers £2.8 billion in recorded spend across 231,729 transactions, drawn from 59 source files and spanning 2015 to 2026. That is a large volume of purchasing activity for a London borough. On the contracts side, we've tracked 97 published contracts worth a combined £53.2 million, plus 164 tenders with a total pipeline value of £732 million. That tender figure is worth paying attention to. It dwarfs the recorded contract value, which suggests either large framework agreements flowing through, multi-year commitments being advertised, or a mix of both. The data is sourced from three domains including the council's own site, Find a Tender, and their ProContract portal. If you're sizing up this borough as a market, the transaction volume alone tells you there is steady, recurring demand.

Health and care dominate, but the money is spread wide

Of the 4,057 matched suppliers in our data, the spending is unusually spread out. The HHI sits at just 162, which is very low. The top five suppliers account for only 21.7% of recorded spend, and the top ten for 30.4%. No single supplier has a stranglehold here. Matrix SCM leads with £112 million, mostly in administrative and support services, which points to agency staffing. Tower Hamlets Schools Limited follows at £75 million. Health and social care is the largest sector by spend at £290 million, around 21.5% of the total across 664 identified suppliers. Real estate activities come second at £192 million (14.3%), then admin services at £190 million (14.1%), and education at £184 million (13.6%). Four sectors each pulling between 13% and 22% is an even spread. Professional and technical services, IT, and construction all sit in the 3-5% range, so there is activity across a broad set of categories.

Why are two-thirds of published contracts direct awards?

This is where it gets interesting. Of the 12 contracts we have procurement method data for, 8 were direct awards and only 4 went through open tender. All 12 sit above the procurement threshold. The median contract value is £5.5 million, so these are not small purchases being waved through on convenience. That ratio, two-thirds direct award, stands out. It could reflect emergency provisions, specialist requirements, or extensions to existing arrangements. The data alone does not tell you why, but it does tell you that the competitive route is not the default for these published contracts. Meanwhile, the tender pipeline tells a different story. With 164 tenders worth £732 million on record, there is clearly competitive activity happening, just not always reflected in the contract award data we hold. The gap between tender volume and contract volume is worth watching as the dataset grows.
